Like Pan also used frivolous media gossip to distract people from the real reason the dragons were coming in, constantly wanted to hide the refugees, and in the end used them to boast about the city while offering them no support and actively marginalizing them

The idea of a new “super city” that you can only access via being extremely wealthy, that presents itself as multicultural but rejects immigrants and refugees, and does immense damage to the environment being the villain not the dragons or the monstes
