The governor shut Uber down AFTER it already decided to do so on their own. It was more symbolic than anything else. Arizona never beefed up regs in the aftermath. The state may had beefed up enforcement of existing, super lax regs though.

I don't recall any significant regulation at the state or federal level after the incident. Uber ceased operations in Arizona, but just moved them to another state. There's virtually no oversight at the federal level, which has been a key talking point among those critical of AVs.
