I'd normally be skeptical too but if he's trying to get the Russians to negotiate, it doesn't make sense to say something so incredibly exaggerated that they would think he has no idea what he's talking about. Unless, of course, the Russians also don't know what the number is.

See also French regions vs US states. Some state borders make sense but others do not - like the entire NYC metro area would make more sense as a single administrative area rather than sub-regions of three separate states

my impression is that there is a huge block of people who want there to be a system that works (or just seems like it works) and not have to think about it.

The propaganda they consume says that all illegals are violent criminals, so it doesn't square in some of their heads that "good people" would be undocumented.

if you build enough new housing that prices actually start dropping, then the foreign rich will see NYC real estate as less of a financial sure-thing and could steer clear unless they actually want to use it as a pied-a-terre. Not a bad thing if the goal is to lower prices, but bad for tax revenue

It's their mentality though - they're trying to beat previous Strava records. Spreading them out would be nice but they'd still be very reluctant to slow down or stop for pedestrians wherever they are.
