They had Friede and Cap training them off screen, faced multiple champion level trainers, legendaries on regular basis. Even putting aside that ashanime and HZ have different world building and that Roy wasn't held back by writers, the development is perfectly fine in terms of speed

Roy also had to use his entire team to beat Rayquaza.
And Liko didn't train in that year of break due to depression. Of course Roy would have a faster upgrade.
And they also battled Pokémon with strength higher than usual, legendaries, doped or extremely powerful ones.
