No, Congress didn't "give itself" that. It established it for federal employees across the boards.
Bear in mind that the attainment of 5 yrs merely *vests* the pension. The *amount* of the annuity payment is still a function of the number of yrs the indiv worked (and their top salary).
I'm a fan, Mrs. B, but this is silly. 1st, for a pension or annuity to vest - in a commensurately reduced amt - after 5 yrs is pretty std for govt employees (universal for fed employees). 2nd, the answer to the erosion of that norm in the private sector isn't to take it away from public servants.
