when I was working with ECS at an internship we upgraded the unity version because DOTS got more features and got more stable, but that upgrade also broke the codebase in some places
they have been working on upgrading to 2021 LTS, but I assume they're not focussing much of their resources on that.
homemade systems don't really depend on unity version, they've been able to implement avatar dynamics and physbones without any issues, and they're going to switch out udon for WASM
updating the unity version isn't really that important in *many* cases, new unity versions allow for newer packages to be used, for example the scriptable render pipeline and ECS, but an existing game won't benefit from that since it would require an entire rework of the codebase
