I'd challenge and say usually no best way in these contexts more 'better ways' to then adapt to the local context - see Cynefin model Dave Snowden. But generally ... put the person who makes the key decisions at front of the process is better way of doing than constant rounds of admin and triage.

I think you need to go and speak to young people about where they want to hang out and make it safe. These also may not be the places we want them to hang out! We did a project many years ago on this in Norwich which involved going and speaking to groups of teenagers at night - was a real eye opener
