I think the first Capcom fighter with an LP+LK input for throws i can recall is SFIII? And the first game in that series came out in 97.

Same year as VSav, actually, but... like I said, they inherited the prequels design quirks.

The thing is, someone has to decide to implement throws with a discrete input rather than a contextual one in the first place, and VSav is a sequel to Vampire -- that game came out in 94, mind you -- and it carried it's design sensibilities and basic mechanics.
