Our library abolished fines after my kid rang up a doozy. We made him pay for it out of his Christmas money, but then it clicked for me that lots of kids don't have those resources, and even $5 in fines can be a lifetime borrowing ban.
And we have a fund to replace lost / damaged books.
Librarian tip: Scan the list for authors you hate. If they are being used to sell the book in your hand, you will probably not like it, either.
