It couldn’t possibly harm the service; never known so much chaos as occurs too regularly on that network.
People would join if the jobs were recognised as “first careers” - as a step towards a lifetime of quality work, with roles explicitly structured to generate recognised skills, certificated trades and transferable competencies.
As it is, “underpaid, overstretched and unskilled” is a poor deal.
