This shouldn't surprise anyone. A generation of Reaganite "government is the problem" propaganda has produced people who get themselves elected to office in order to deliberately gum up the works because they see government as the enemy of the Peepul and business.

It's an election year. A lot of measures like this are getting proposed by Repubs facing primaries & elections this year to burnish their conservative credentials, but Lee's seat isn't up this year & won't be until 2028. Hanlon's Razor may actually apply here: stupidity rather than malice.
