But to my experience and also the literature suggests that, it's kind of unclear exactly what empathy is and how it functions. Mirror neurons? Or projection of our own experiential memories? I think for me it feels like a mixture which implies that empathy can lie (as in scale insensitivity)!

Like I personally, experience empathy pretty viscerally and universally in the sense of like seeing other people get hurt gives me a sharp and nauseous pain adjacent feeling that launches through my entire nervous system. Regardless of identifiers of the person experiencing it.

Shrinking circle of concern is still the same process tho. Like oh now only other upper middle aryan Germans from this same town as me can understand me. I only protect my bio family. Etc. I think the bigger issue is how something theoretically universal like empathy can fracture.

There's some interesting edge cases tho. Like empathy in some forms tends towards a kind of nationalism of the near (call that ingroup empathy). Also it is possible to develop pro social ethics without visceral empathy by modeling it logically (I'm not kidding it's called altruistic sociopathy).
