My understanding of the double tax treaties (as a US/British dual national who lived in Europe till 2010) is that US citizens must file taxes, regardless.

Doesn’t the US have global taxation? The only way you don’t pay US taxes is if you paid a higher tax rate abroad than you would have paid here. At least that’s always been the case for expats, as far as I know.
