They have tested the ‘rules of engagement’ on their own citizens and gotten away with ignoring them. Of course they are going to ignore them elsewhere in the world.

He needs to pass a security clearance which he obvs cannot do. He would turn this country over to the loose cannon.

Maybe they just don’t realize someone is trans. I have 3 trans folk in my friends family circles + 1 more with a child insisting they are X not Y - before they were in school. It’s not easy to live in this society and it’s getting more dangerous daily.
