A free 'learn Spanish' series that originally aired on PBS can now be found on the Annenberg website. A many episode series that is mostly Spanish with some English hints to keep you aware of the plot. As episodes progress it get more and more Spanish. Very well done.

I'd be in favor of VERY limited campaigning - both time and spending. Gov't provided website where all candidates can provide policy positions. Media ads limited to x days (15?, 30?) before election day. Maximum amount a campaign can raise.

Interesting to scroll through. Some you'd think would be low$ are high, and vice versa. Of course you have to consider years in office too. Seems like a $ per year figure would be helpful.
