Also, this budget encumbers $1.8 million (plus I'd assume the Asst. Manager position they are removing still be back, which is another $150k) in new/increases salaries...that will have to be paid for annually.

Commissioner Hamby has finally released the budget he's been working on in secret. Commissioner Myers calls it "wonderfully creative" but I suspect that's not exactly a compliment.

TL;DR Hamby is raiding T/SPLOST to give everyone everything we want. The cost will be unspecified T/SPLOST projects.
