I won't deny that every scene should leave the reader with *something*

That said, I wish this were viewed more like poetry.
If a scene invokes emotion, makes you fall in love with characters, gives you context for the MC's mental state, do NOT remove it.

I like this concept in general, but there are exceptions. Not every story can afford this, but some benefit from a fourth question: is the scene fun? Some stories can meander to create extra fun, because that's what they're about even more than the plot or characters.

With short stories, I have less time to develop the characters and bring the plot to its conclusion, so I have to focus much more on the specific points I'm trying to make and avoid overdeveloping the less-important bits.

For my Incubus WIP, Matteo and Cherine's best friends are each other, and I never really developed other people for their circle. Perhaps a lack of author imagination, or maybe they don't let people get close. It's still a WIP for a few days more, so I'll see if that needs changing.
