City Property are risking Glasgow's cultural & community hubs not just at Trongate but across the city with their eye-watering rental policies. ❌

Dear Secretary of State,
UK Government funding streams impact on Glasgow
We write regarding the implications of recent UK Government funding changes, in particular
of the migration from Shared Prosperity Fund (SPF) towards new funding streams
As you'll be aware, the announcement late last year was that the SPF would end, with four
new streams as replacement - Pride in Place Programme (PiPP), Pride in Place Impact Fund
(PiPIF), Growth Mission Fund (GMF), and the Local Growth Fund (LGF). Over 3 years, PiPP,
PiPIF, & GMF totals Β£47.91m and LGF Β£60.9m, which is Β£18.7m less in cash terms than what the
Glasgow City Region (GCR) may have received if funding adhered to the UK Government
commitment to match levels of previous EU structural funding by 2024/25.
While there are particular concerns raised by Glasgow City Council's Regional Economic
Growth (REG) team in terms of the reductions to funding (attached is the latest committee
report detailing the expected shortfal), the key concern we wish to raise with you is the focus
on capital resourcing over revenue, with PiPIF and GMF are 100% capital; and PiPP and LGF
split 75% capital, 25% revenue.

capital to revenue. The Molendinar Centre is a vital resource in in the the North North East East of of Glasgow
(falling just outside of current PiPP mapping), providing crucial mental and physical health
support, welfare and housing advice, and serving as one of the only 'third spaces' within the
Germiston and Blackhill area. Prior to St Paul's taking on the centre, it was closed for an
extended period of time. Since taking it on, we understand that St Paul's has exceeded all
targets agreed with funders, ensuring a vital community facility in an area with high levels of
multiple deprivation and where there is no other similar provision.
The community held a well-attended public meeting on the impact of funding changes, which generated cross-party support including from local Labour representatives.
While UK Government capital investment in Glasgow is indeed welcome, there is an important
principle that funding of activity falling under devolved subject areas should be under the
control of devolved institutions. In addition, there will be little impact in communities due to
benefit from Pride in Place funding if no services remain viable to run within those
communities. We would therefore ask that the balance of revenue and capital can be revised in order to avoid the tremendous negative impact of losing not just th…
