Seems like the simplest way to deal with tariff refunds would be for Congress to amend tax law to make illegal tariffs paid a refundable tax credit.

Like I said: Don't bet on it.

On the SCOTUS decision:
- The result was obvious to just about anyone who understands the Constitution. The majority's splintering on how to get there was utterly on-brand.
- The coming chaos over refunds, which is Trump's fault, could easily be fixed by a functioning Congress.
- Don't bet on it.

A talking filibuster only requires one Sen from the filibustering party to be on the floor unless a Sen demands a live quorum (and after that a Motion to Instruct the Sergent at Arms to compel the attendance of absent Sens). And yes, it generally takes unanimous consent to move off a pending bill.

Right. Dems can also make it tough on Reps during a filibuster by forcing the Reps to maintain a quorum of Sens on the floor. One famous example in 1988 of Dems' failed attempt to thwart Reps' use of that tactic to maintain filibuster of campaign finance legislation: www.senate.gov/about/office...
