If I have to hear our City Traffic Engineer talk about stop sign warrants one more time I’m gonna scream.

Since Aug, 3 middle schoolers have been hit on a bike boulevard next to school but because people don’t always stop at stops signs, it’s better to leave things as the speed-inducing status quo.

This is a topic I have tried to push for years. Kids have a right to move around on our roads exactly the same as licensed drivers. You don't need a licenses to ride your bike in the street and yet cities do little to protect youth who need to use our roads.

Yeah, I think you can argue that basing a speed limit on the 85th when so few vehicles were measured means you’re very unlikely to be getting the true 85th (huge margin of error). If true 85th were a few mph lower (27.4 instead of 31), you could lower to 20 based on AB43 given schools and park.

I guess I’d just say that, since the speed limit based on this E&TS wouldn’t stand up in court, I’d also just encourage setting at 20 or 25 and not enforce it. You can do that - just put up the speed limit you want and don’t bother enforcing it. You’ll still get some effect.

This E&TS would not stand up in court. The CA Manual on Speed Limit Setting states β€œIn no case should the sample contain less than 50 vehicles.” I’d recommend city engineers request a change in functional classification of this road from collector to local, then set the speed limit as they choose.
