💪Guarantees are essential to scaling clean technologies across Europe. In a highly constrained public budget environment, they are some of the most budgetarily efficient instruments for leveraging private capital.

💶@eib.org already approved €250 million worth of counter-guarantees with its new CleantechEU Guarantee Scheme. This is a great test of public funding for cleantech, and we're confident that it will be oversubscribed soon, to be expanded with additional funds from Invest EU top-up.

✔️The agreement frees up an additional €2.9 billion budgetary guarantee from the EU budget, which the @eib.org hopefully can deploy rapidly to further support cleantech projects. Forecasts are that it could mobilize an additional €50-60 billion of private funding.

💭This is a great example of a hopefully new mindset in the EU: practically finding unspent funding in the current budget and redeploying it in instruments that have the biggest impact on leveraging private capital.

Last week, representatives of the @europarl.europa.eu, the @ec.europa.eu and the @consilium.europa.eu reached a trilogue agreement on InvestEU top-up. 🧵
