The problem is that elected leaders are tools used to enact policy goals.
When voting is a referendum on the tools instead of the goals, then the focus turns to bickering about methods instead of achieving desired outcomes.

Democracy is government run by the people's will. Voting that doesn't accomplish that is performative.
However, bad-faith actors love slandering decent folk so everyone seems just as bad as they are, then they play the "lesser evil" card. (IMHO Nicki Haley was the lesser evil, not Kamala.)
