All the no votes are either folks retiring, already wanted to end the shutdown, or not up for election in 2026. The generally thinking is that moderates wanted the shutdown to end, so the votes were assembled to do that but give cover to moderates who might be primaries next year.

The senate dems strategically did this after the election on a Sunday night and hid their voting preferences by making all the no's retirees or recent elected. They wanted to do this and hate their voters. They are also going to lose on this politically.
