This potentially also captures games in development and under an NDA. Even when turning it off, it seems to send data to Microsoft.

Saying "safety is our top priority" is just a blatant lie as none of this would've happened if this was actually the case. If it was a top priority, proper safety measures would've happened way earlier and not after a public outcry happened.
