Canadians, even businesses, don’t like being seen to be doing business with an agency like ICE.

Canadians pride themselves on being good, moral people (Canada still has sketchy stuff going on - don’t get us started) so we tend to be easier to bend to public embarrassment about human rights and ethical issues.
