Less likely to go after that one. LGPS members probably seen as less of a worry to annoy. Civil servants maybe seen as more essential to keep on side. But just like Trump, reform are hard to predict as they are not acting rationally.

LGPS is defined benefit underwritten by the tax payer but initially any shortfall would be made up by employer contributions increasing. Less uptake puts the pressure down the road though. So reform can look like they are saving money today and costs come later.
