So much of this. For example, It’s not against any rule for an Editor-in-Chief to assign two reviewers to a manuscript who they know will respond favorably, except a self-imposed ethical code. But one could steer the ship in a particular ideological direction if one wanted to…

AND we rely more on reviewers recommended by the authors, which is a whole can of worms

And implicitly, reviewers become further and further outside the paper's core area of research.

It’s really hard. I send 30 invites per paper for 2 reviews. Easily. And I completely understand why.

Totally been thinking about this. My workflow is unrecognizable from a year ago. And SO much improved. It's slightly unsettling.
