Garantier og regler kan ha verdi, men også bidra til symbolske handlinger. Utfordringen er dypere: Mange offentlige prosjekt behandler økonomistyring som formalitet – uten å se at ressursene kunne skapt mer verdi i breddeidrett, skole eller helse. Prosjektet blir dessverre ofte et mål i seg selv.
