I think that's false. On the federal level you're unlikely to get a choice between 0% harm and 100% harm, but you may get the choice between 20% harm and 100% harm. That's not nothing.

It's unlikely we'll get someone on the national stage that ends the American Imperial system immediately, but we can choose how much harm that system does by picking less harmful candidates. And we can also significantly reduce the harm done to marginalized groups in our communities at the same time
