Abusing a current broken mechanic might mean you win a lot, but would you be good? So it's subjective

Depends on the game. If the matchmaking is good, good win rate will probably only mean you're below your rank. Considering that matchmaking is good and the ranked system is good, the highest-ranking player will be the closest thing to the "best player"
