The wheel stuff was pretty streamlined with Granblue on account of the game sharing a lot of inputs between characters. So now we're doing it with BLAZblue! What could possibly go wrong?!

From my testing it literally does not exist as there are two states of the move from frame 11 back, and frame 12 on. I finished expert 5 but 2S2 wasn't "partially charged" so technically I didn't. More than happy to be corrected on it's existence but until then: Victory is mine!

In addition to a lot of specific stuff, it asks for an IMAGINARY MOVE in the form of partial charge 2S2...
