Who can help me explain? #ConditionalAccess matches arbitrarily resource to the application Power Platform Admin Center. Sometimes it shows the resource Power Platform Admin Center and sometimes the Microsoft O365 Portal. This results in inconsistent behaviour of a conditional access policy.

That policy blocks access to Admin portals for non admin accounts. Am I missing something here?
