Do government departments need to pay over the odds meanwhile just for a visual? I reckon the same media reporting negatively on this story would be equally negative if government departments paid more than they needed to right now. Damned if they do etc.

I’m not convinced this matters, above and beyond the obvious visual and not walking the walk. The grid is already nearly 50% green and if Ed’s plan works it won't matter in 5 years time whether you choose a green tariff or not, coz green will be the default.
