10 YEAR PLAN - Efficiency pt2

Buckle in folks, this is a longer one.

The Plan stays onside with people on efficiency without taking a baseball bat to the shins of the worst offenders. It hints strongly though that a delivery plan must do better nationally. My view on things in the Plan.

PM launches new era for NHS with easier care in neighbourhoods The Prime Minister launches a new era for the NHS, bringing more easily accessible care closer to home.

There are major benefits situating services together locally, but new 'Neighbourhood Health Centres' should be located in and work closely with the thousands of charity-run community hubs that already tackle poor health, often without funding or collaboration with the NHS.

The government should not ban public servants from speaking in public | Institute for Government New guidance will damage the quality of government and public discourse.

No10 has issued odd internal guidance banning officials speaking at public events

It means more closed govt & worse policy decisions-the opposite of what ministers say they want

I’m getting signals that the 10 year plan wants to both co-ordinate care for people with LTCs (especially multiple LTCs) and ensure they are given choice of provider.

Has anyone thought about the fact that it’s really really challenging to do both?

*Plus, it won't be spent 'on health inequalities' - it will go into general NHS allocations to be spent on anything. And at the moment the NHS isn't particularly prioritising inequalities

...what's going on...?

*Removing it rapidly would take pretty severe spending cuts in those areas (some v deprived). Streeting is lining up moves to help restructure services.
*If they don't succeed in cutting - as is often the case-the money can't come out at all, govt ultimately has to

*Big current beneficiaries include Lancashire - WHERE BLACKPOOL IS - and Gtr Manc
*It will be redistributed based on the current funding formula - again, the recipients are not especially deprived or coastal
*It can't all come out *this year* - it's already baked in

Poorest parts of England to get Β£2.2bn more for NHS to cut care inequalities Deprived and coastal areas to get extra cash this year for staff and resources in effort to improve health outcomes

Sorry but this is WILDLY misleading

*The Β£2.2bn is meant to come out of current NHS 'deficit support'
*Deprived & coastal areas already get as much of the Β£2.2bn as wealthy ones, if not a bit more

We have seen the government’s 10-Year Health Plan: it is a mess The latest draft of the government's 10-Year Health Plan is based on weak assertions about funding, and fails to address the practicality of reform, says HSJ editor Alastair McLellan.

BREAKING: I have obtained a full draft copy of the Government's 10 Year Health Plan which is due to be published next week. Read my analysis here: www.hsj.co.uk/policy-and-r...

10 Year Health Plan followers: I'm told that, after many many revisions in recent weeks, and months of intense work - a final version may now actually be 'locked down'.

Now on to publication, hopefully. And we can all stop calling for things to be in it, or out of it.

Holding spend down a bit after the covid rises was sensible I think for catch up - there was a break from efficiency/productivity, and quite rapid staffing growth - but ultimately won't help output/quality
