Glamour/dye should unlock @ Vesper Bay @ lv15, and Story takes you there not long after city state travel.
The quests will give some glamour prisms (glamour currency), but free trial can only get more via crafting, so Rook/Soap will probs need to show you the Glamour Plates to save prisms
Gold Saucer unlocks around ~lv15, the blue quest to unlock it is in a near direct line out the one door from the main Uldah aetheryte. So you do have to unlock city state travel, but you should be there super soon, based on where I saw you leave off!

The Gold Saucer has some nice fits, but you may be lost to the minigames once you step in... :)
There are also some basic T-shirts sold by NPCs near the main aetheryte of each of the main city states, if you at least want a different top! And you're not too far from being able to unlock dying gear
