the article is incorrect. I was working on hardware for this rocket in 2016 and was told that if my hardware was late, the vehicle might have to slip its 2017 launch date. Space Launch, Boeing, all of them get gobs of cash whether they launch or not. NASA seems to be very bad at this anymore
