This was the tutorial, you add the "copy rotation" bone constraint to the bone at the tip, target the armature, set it to the next bone in the sequence, set both target and owner space variables to "Local Space", and repeat for each bone going down.

-Update- thanks to a youtube short I found last morning from Folks Blender Hub, that showed off how to use bone constraints to make tails and things less daunting to animate, posing my Black Jewel model will be a breeze when the time comes to use him!
