normally paypal has a number for stuff regarding customer support which is actually public iirc. i had to pester them a while to get myself back on track after they nearly got me too.

at the same time this happened to me in 2024 and while it resolved, things could've changed in that time

contact their service, not by chat because their shitbot will continue to spout the same nonsense. Call em, pester them until you get someone to really look into the situation and isn't a corpo-bootlicker.
