How have the views and politics of occasional voters changed over the past 20 years?

Many of them do.

But, those people are not a governing majority, and do not represent the plurality of people who voted for Trump in 2024.

There are absolutely people who voted for Trump 2-3 times who are winnable.

Focusing on nonvoters is usually a losing strategy.

Part of why California YIMBY has been successful is that I refuse to write-off legislators who have voted NIMBY many times.

People do change.
