However, in aggregate (ignoring states with fewer than 4 reps) these weighted deltas pretty strongly favor Republicans. Meaning Rs are overrepresented in the House already. IMO, we should look to who is doing it well and emulate it - the states with single digit deltas: MN, NC, CO, MI, VA, PA.

The current discourse has Illinois or California presented against Texas’ current efforts. Having run some numbers, yes, California is the worst with respect to the weighted delta between statewide outcomes and their current representative distribution.

When it comes to the gerrymandering conversation, I tend to believe that redistricting that moves R/D representation proportionality *away* from their statewide distributions to be wrong and unethical; notwithstanding silly district shapes and which side the redistricting favors.
