I'm not sure I agree with his categorization, which relies much more on judgement and preferences than simple proximity, but there's some point there. I'd agree that someone should help their child in need before a stranger in need, *if they can't do both.* That's what Vance missed.

Later Christian thought did divide it more like Vance. One example is Bishop Lancelot Andrewes in his 1650 catechesis on the 10 commandments. Even here, he states that everyone in need is our neighbor, but that it is not wrong to prioritize those closest to us, given limited resources.

Augustine describes it simply, "Further, all men are to be loved equally. But since you cannot do good to all, you are to pay special regard to those who, by the accidents of time, or place, or circumstance, are brought into closer connection with you." It's about practicality and proximity.

Yes, I'm up at 4 in the morning reading Lancelot Andrews and Augustine. Vance touches on a real traditional Christian principle, but misunderstands it. This "ranking" is based on ability to help others, given that it is impossible to help all. It's about where to focus your limited resources.
