This from Alito feels rather hypocritical given how long redistricting lawsuits typically last, with lawmakers routinely in office for many cycles before courts finally decide that they were elected on illegal maps.

What we need to understand is why people are okay with unlimited "safety" dollars in the form of incarceration, but also opposed to spending dollars on prevention, treatment, and housing

The ongoing problem seems to be that the majority culture is fine with spending billions incarcerating or banishing people who create "disorder" but are not committing crimes...but have little to no desire to invest in mental health care, health care, addiction treatment, affordable housing, etc.

The "rally-around-the-flag" effect is not some law of physics that works automatically. It largely seems to happen because 1) the opposition party stops criticizing the president or the military operation, 2) partially as a consequence, the mass media is flooded with pro-government messages. /1
