To be super clear... what's happening here is that Noem is trying to force the DHS shutdown to end by spending all of FEMA's money with the hope that when the next disaster happens, Congress will have to pass a budget (all while presumably people are harmed in said disaster).

Really fucked up shit.

That said, the yen is so weak that I highly doubt most tourists will be deterred from the buses. (And if they're still going to sell the bus passes, even more so.) If it causes more traffic, I wonder if the city will re-evaluate.
