The entirety of Naruto isn't about any individual arc or major arc that encompassed many smaller arcs. I mean it is, but it isn't. Everything from start to finish (barring filler) is part of a larger story about the sexual tension and forbidden gay love between Naruto and Sasuke. Now here's the thing about Kanhoa. When do you ever see out and open queer people? Sure, there are effeminate men and butch women with no discernible sexuality, but you never see any same sex couples. Not one. And in not getting into how every blatantly queer characters seem to get killed off.

Keeping this in mind (the stuff sour the absence of admitted queerness in Kanoha), one can conclude that Kanoha isn't queer-friendly, and they're trained early in life to suppress their gayness because it's unbecoming of a ninja. So Naruto and Sasuke don't realize their "rivalry" feelings is just their gayness for each other screaming to be let out in a blaze of buttfucking glory (Naruto isn't a power bottom and Sasuke is a just as powerful top. Deal with it.) they even kissed accidentally in the first episode, and everything they've done since was to reignite that strange feeling deep inside their inner closets.

Naruto is is so desperate to be with Sasuke that he literally chases after him for EVERYTHING and made it his personal mission to outdo him. Sasuke has the same hardcore attraction to Naruto, which is why he agrees with the rivalry, but his outward self-homophobia makes him push Naruto away to the point of gaslighting himself to leave Konoha with Orochimary. But Oro has had this whole molestor thing going, which is one of the reasons Sasuke killed him (even though he didn't stay dead). But I'm going on one of the many tangents one can go down. Naruto had a thing for Gaara too, and the feelings confused the hell out of him because 1) he hasn't deleted with his queerness and 2) Gaara has to leave to rule his land and can't be with Naruto.

When they jump ahead after the show and set up Boruto, you see that Naruto marries Hinata and Sasuke marries Sakura. This isn't about love for them. They both married the first girl who would. Hinata and Sakura are beards for Naruto and Sasuke. They were all friends, so it made it easy. But Naruto and Sasuke remain waaaaaay gay for each other. I'll cut it off there, but the show is full of evidence.
