This is part of a three-part gesture where he flashes one finger, then three, then one, to represent the "131" in "NSC-131". The third is of Garcia during May 2025, attending a legislative session concerning homeschooling at the Connecticut State Capitol building. He wears a light blue button-up shirt, with a white t-shirt underneath. He holds a piece of "New England National Party" propaganda to his chest. His face is plainly visible.

Bobby Garcia of Killingworth CT is a neo-Nazi organizer, highly likely to be responsible for violence at the Red Ink Library during 02/2022 as NSC-131 member "Phillip Roberts," and is the owner of the "New England National Party" LLC registered in his home state.
