We visited Culdesac Tempe in 108° heat.
It was one of the only places where people were outside: walking, eating, biking.

This car-free neighborhood worked.

R-25-167 is a bottom-up, opt-in zoning fix that lets property owners add casitas, duplexes, and corner stores—without mandates.
