I wasn't a huge fan of River tbh. He felt a bit clingy for V's style. I do love Judy, she's my favorite character ultimately and I even cut my hair after her style lmao but I see what you mean. Judy's...got a lot going on.

My last playthrough I romanced Judy & friended Panam. You're absolutely right Panam is an amazing friend the story felt very satisfying. Especially since I usually play as a Nomad.
