Well, I'd say it more so started as a tool for the UK and became one for the US.

If you're the 1st World in 1945 of course you'd want the conquered to have strong, centralized governments to crack pinko skulls and repel Communism.

If you're America in 2003 you'd want a a weak (Jeffersonian) government that couldn't possibly refuse its conqueror's plunder of resources.

To me, this is overly focused on the internal politics of a conquered nation and despite being so long kind of missed the question of whether a conqueror *wants* a strong centralized government successor.

Yes, the "cleaners" and "laundering" dichotomy is intentional.

Part of me wants to laugh at the people that get taken to the cleaners on gambling on an easily insider-trade-able bet.

But another part of me can't help see it as laundering given how often it happens.
