This only applies above certain sizes. Little ones like anti-static bags and such do not need grounding. Room and building sized ones like they put around some science labs and military SCIFs and such very much do need grounding.

It's funny only in the way that a faraday cage, like a lightning-safe structure, needs grounding. An ungrounded faraday cage of sufficient size will, like lightning, kill you. So the structure does need to be grounded like a faraday cage needs to be grounded, lol. And for the same reason.
