I think games that fit the description
1. Often have open-ended "toolkit vs challenge" design
2. Allow for "inefficient" success
3. Report/score "efficiency" via one or more metrics
Bonus: simulate work that SHOULD be judged on skill
Speed- or no-hit runs are mastery challenges, but often orthogonal to the game's native goal structure (particularly if the game isn't scoring or even reporting efficiency metrics).

I think there's a difference between getting the job done and getting it done well. Many games give you a "job" but encouraging replay for mastery is less common.
There's also tolerance for error vs perfect execution. You can't solve an Opus Magnum puzzle with an error, but you can solve it poorly.
